The 701 ZIP prefix isn’t limited to that boundary, though. ZIP 70123, covering Elmwood, Harahan, and River Ridge with roughly 27,300 residents, sits entirely inside neighboring Jefferson Parish. The Jefferson Parish Sheriff’s Office says so directly, in its own tax-guidance FAQ: the Postal Service assigns the 701 prefix as “New Orleans” even though 70123 sits completely outside Orleans Parish.

A total built by adding up every ZIP code carrying the “New Orleans” name will run higher than the city’s official population, because it pulls in Jefferson Parish addresses like 70123 that were never part of the city. For anything tied to municipal boundaries, taxes, voting, or city services, the parish’s own population count is the number to use, not a summed ZIP list.
